Abstract/Description
CGIAR secretariat note describing the origins and rationale of quinquennial reviews as articulated in the 1973 Bell Subcommittee report, and the conduct, emphasis, and planning of the four reviews thus far completed. A TAC secretariat note on the same subject is attached, along the terms of reference of the IITA review, and recommendations relevant to the quinquennial reviews extracted from the report of the CGIAR system review.
