Towards a CGIAR Resource Mobilization Strategy: Discussion Document Commissioned by PARC

Discussion paper prepared by a working group of the CGIAR Public Awareness and Resources Committee (PARC) in response to a call from the Consultative Council for a carefully thought out fund raising strategy. The paper identifies the components of a strategy, and raises resource mobilization issues which the working group thinks need to be resolved at a CGIAR level before an effective strategy can be designed and implemented.
