International livestock research: A framework for strategic priority setting. Report prepared for the International Livestock Research Institute

This document describes the process for developing strategic priorities for inclusion in ILRI's medium term plan for 1998-2000. It indicates the rationale for quantitative ex ante assessment of program impacts, the method to be followed, the time and resources required, and the people involved in different stages of the planning process. Appendices are attached that provide additional description of the models to be used in the analysis, a list of the data required, examples of questionnaires for eliciting information from scientists and others, and a list of who will do what when in processing the assessment.
