Abstract/Description

Report of TAC 82 (interim Science Counci) held at CIP, Lima, Peru, April 8-12, 2002, Emil Javier presiding. Chairman Ian Johnson addressed the meeting by via video conference. The Chairman briefed iSC on the progress of the reform process highlighting the four major pillars of change. Among these are the adoption of Challenge Programmes (CP), creation of the Executive Council, transformation of TAC into Science Council and creation of the System Office. The CGIAR Members will have only one meeting a year and the Executive Council consisting of 21 Members is expected to proceed with the business of the CGIAR with the authorities delegated to it between the main meetings. The System Office when established should enable the CGIAR to operate as a System, serve the Centres, and improve communication and accountability. The main business of the meeting consisted of discussions on the following topics: Challenge Programs : formulation of procedures to be applied in the evaluation of the 3 full proposals; first external review of the Systemwide Programme on Integrated Pest Management; fifth external programme and management review of CIP; CGIAR impact: the chair of SPIA introduced a report on the Standing Panel's activities highlighting the environmental impact and germplasm improvement studies, the IFPRI overty study, the joint SCOER-SPIA capacity building study. The meeting also discussed the monitoring and evaluation of science relevance and quality and science policy and strategy.
