| dcterms.description | The 'Partners for Development' Summit meeting held in Lyon (France), from 9 to 12 December 1998, was convened by the United Nations Conference on Trade and Development (UNCTAD), involving the major players in world trade: business, public bodies, intermediaries, legal bodies, information technology specialists, etc. UNCTAD's stated goal was 'to give the best the chance to give their best, and to give the weakest the chance to join in'. A goal shared, apparently, by NGOs in the 'Take Back the Initiative' group, which made concrete proposals to Rubens Ricupero, Secretary-General of UNCTAD for promoting Fair Trade and sharing out the costs of Internet access. Ricupero said that while the leading 29 economic powers were negotiating the upcoming Multilateral Agreement on Investments, it was essential to continue NGO-UNCTAD collaboration, with a special eye on the UNCTAD's next meeting in Bangkok in 2000. He welcomed the NGO initiative and praised their success in raising awareness of such issues, and in inducing the rebirth of direct democracy.
