dcterms.abstractLetter dated April 10, 1989 from CGIAR Chairman W. David Hopper to heads of delegations to the CGIAR, also distributed to the Group more broadly. Hopper summarized the main points to emerge from an ad hoc committee meeting held in Paris in March 1989.One principal topic was the financial difficulty faced by the CGIAR. The system for resource allocations, and review of center expenditures was criticized extensively. Donors agreed that the Group should adjust its rationale to emphasize environmental issues, and explain its accomplishments and potentials more effectively.A second issue was the role of national systems, and IARC relationships with NARS and responsibilities toward them. As in the past, there was a wide ranging discussion, but a lack of consensus on this topic. Further consideration at Canberra (where a TAC paper on transferring responsibilities from IARCs to NARS was on the agenda) and thereafter was indicated.Participants reached consensus that the CGIAR should consider expanding its mandate to include forestry and agroforestry. Mr. Hopper said he would have a proposed document to this effect drafted for consideration at the Canberra meeting in May 1989. He had asked the TAC Chairman to appoint a small panel to look at forestry research priorities. There was also agreement on forming a support group to assist the IUFRO Special Development Cooperation Program pending longer term CGIAR action.Other matters discussed included dissatisfaction with the excessive length of the Canberra agenda, and an announcement by the CGIAR Executive Secretary that the board of IBPGR had decided to recommend acceptance of an invitation from DANIDA to move to Copenhagen.en
