    This booklet and its earlier editions contains agreements that the Centres have made with international bodies, and CGIAR system-wide policies, guidelines, and related legal instruments that the Centres have adopted concerning genetic resources and intellectual property. It is developed primarily for use by the Centres to facilitate awareness of, and compliance with, the policies and instruments included. The first section of this booklet includes agreements, policies and guidelines related to the management of the Centre-hosted in-trust collections of plant genetic resources. The second section concerns the policies for acquiring, managing and transferring animal, aquatic and microbial genetic resources. The third section is a bit of a ‘mixed bag’ of guidelines and statements concerning biotechnology, biosafety, intellectual property rights and interaction with the Private Sector. The final section consists of the CGIAR’s Ethical Principles relating to Genetic Resources.

    The CGIAR Task Force on Structural Options and Organizational Alignment (TF2) held its first meeting on May 27 at GTZ, Eschborn, Germany. Participants were Hans-Joachim de Haas (Co-Chair), Moïse Mensah (Co-Chair), Guido Gryseels, Marie de Lattre-Gasquet, Franklin Moore, and Geoffrey Mrema. Henning Baur, Lukas Brader, Paul Harding and Selcuk Ozgediz and Manuel Lantin participated as resource persons. Dennis Garrity (Chair of CDC Task Force on SSA) participated as observer.

    ISNAR’s Transition Process from AGM03 to March 2004

    This paper has been prepared at the request of the ISNAR Board of Trustees, and addresses readers who are familiar with the CGIAR and its evolution. It has two objectives:(1) to document, as part of the center's historical record, the process that led up to the closure of ISNAR as an independent organization and its transformation into a distinct Program of IFPRI. This will be done by providing an overview of the last years of ISNAR's life and by analyzing the progression of events from early 2002 to the closing of the doors of ISNAR as an independent center on 31 March 2004(2) to attempt to draw the first lessons from the process, and to make a few suggestions for the future of the ISNAR Program within IFPRI.The paper has four main sections. The first section reviews the key facts of the transition presented in a detailed time line, and divided into three periods: events before AGM03, what happened at AGM03, and events afterwards until the closure of the center. An analysis of the costs of the transition completes this section. The second section briefly places the ISNAR transition in the context of the planned realignment of the current CGIAR structure. The third section analyzes the transition process from ISNAR's perspective, distinguishing between positive outcomes and difficulties experienced. The fourth and last section attempts to discuss lessons learned and makes a few suggestions for the future ISNAR Program.

    Booklet of CGIAR Centre Policy Instruments, Guidelines and Statements on Genetic Resources, Biotechnology and Intellectual Property Rights - Version II

    This booklet contains the common genetic resources related policies of the Future Harvest Centres. These policies have been endorsed for System-wide use by the CGIAR Members, the Genetic Resources Policy Committee (GRPC) and/or the Centre Directors Committee. The System-wide Genetic Resources Programme (SGRP), through the Inter-Centre Working Group on Genetic Resources and in consultation with FAO, formulates, reviews and recommends for System-wide adoption, policy instruments and guidelines concerning the management of genetic resources, including those governing the in-trust plant genetic resources collections held in accordance with agreements signed between Centres and the FAO in 1994.A number of individual Centres have produced similar booklets for their Centre or on behalf of the CGIAR System. This compilation produced by the SGRP and GRPC contains the current versions of the System-wide policy documents. The policies described herein are subject to change over time and updated versions of this booklet will be produced as needed.The first section of the booklet concerns the policies and guidelines for managing the in-trust plant genetic resources collections. The second section concerns the policies for acquiring, managing and transferring animal, aquatic and microbial genetic resources. The final section presents CGIAR and Centre Committee statements on a number of genetic resources and related issues.

    CGIAR Reform Program, 2001

    This reports describes the CGIAR Reform Program of 2001. The CGIAR, which launched a change design and management initiative in October 2000, undertook a far-reaching program of reform in 2001, affecting its governance, programs, science, management, and potential impact. The reform program was based on the report of a Change Design and Management Team. Initial decisions on reform were reached at the CGIAR Mid-Term Meeting (the last of its kind) in May 2001. A second set of decisions, taken at the first CGIAR Annual General Meeting in October, fleshed out the initial decisions with operational details.The reform program:· limits meetings of the CGIAR to once-a-year, and provides for business to beconducted through a small Executive Council between annual meetings;· initiates the development of Challenge Programs that respond directly tomajor concerns on the global development agenda;· transforms the CGIAR Technical Advisory Committee (TAC) into a ScienceCouncil consisting of a few, high level science policy strategists; and· establishes a CGIAR System Office to facilitate coherence and cost effectivenessin system management.

    Scientific and Technical Information in the CG International Agricultural Research System

    An extensive study of information in the CGIAR system prepared for the CGIAR Secretariat by John E. Woolston, an information specialist long associated with IDRC. Woolston recommends a policy and strategy review by TAC followed by a cross center review of the information function as then preformed. He makes a number of suggestions for expanded information activities, some employing new technology.
