Item Report of a Meeting of the CGIAR Consultative Council, ICW 2000(Internal Document, 2000-10-01) CGIAR Consultative CouncilReport of a meeting of the Consultative Council held in Washington D.C. on October 21, 2000, just prior to the start of ICW 2000, CGIAR Chairman Ian Johnson presiding. The Council heard brief reports from the Chairman of TAC, Emil Javier, on the completion of TAC's Vision and Strategy Paper, the Chairman of the Finance Committee, Iain MacGillivray, on the proposed long term financing strategy, and from the Chairman of the Oversight Committee, Andrew Bennett, on the process by which the Synthesis Group had reached its proposals.The Council discussed each of the three. On TAC's statement, it concentrated on the role of regional priority setting. There was broad support for the three tiered financial strategy proposed: stable ODA, increased Southern support, and non-traditional sources. Discussion of the Synthesis Group proposals concentrated on the federation proposed by the centers.The Council agreed that its own future should be considered in the context of broader issues by the Change Development and Management Team. The Chairman said he found the meeting useful in drawing out views on major issues.Item Letter from CGIAR Chairman Ismail Serageldin on the Meeting of the Consultative Council, April 10, 2000(Internal Document, 2000-04-01) Serageldin, IsmailLetter dated April 20, 2000 to members of the CGIAR, Board Chairs, Center Directors, TAC, and the Chairs of CGIAR Committees from the Chairman of the CGIAR, Ismail Serageldin, reporting on a meeting of the Consultative Council held in Rome on April 10, 2000. The Council reviewed TAC's draft paper on the vision of the CGIAR. It endorsed the broad principles of the vision draft, but suggested that the strategic choices facing the CGIAR should be defined more sharply. It wished a narrowed and focused research agenda, specific guidelines to the centers on utilizing the new science, detailed information on the operation of proposed task forces, reemphasis on the relationship with partners and clients, and inclusion of the goal of reversing environmental degradation. The revised vision paper, supplemented by additional materials from TAC, would be considered at a Consultative Council meeting on May 20, 2000,. The Council would make recommendations for consideration by the CGIAR at MTM 2000.The Council also considered CGIAR finances and its own composition. It received a report on the recruitment of CGIAR Director to replace Alexander von der Osten as Executive Secretary.Item Report of a Meeting of the CGIAR Consultative Council, October 26, 1999(Internal Document, 1999-10-01) CGIAR Consultative CouncilReport of a meeting of the CGIAR Consultative Council meeting called on short notice on October 26, 1999, during CGIAR International Centers Week, Henri Carsalade, FAO representative to the cosponsors, presiding. The meeting addressed the succession and leadership of the CGIAR, in particular the role of Chairman Ismail Serageldin and his successor. It followed a meeting earlier that day between Henri Carsalade, CBC Chair Wally Falcon, and acting World Bank President Sven Sandstrom,. Sandstrom described the Bank's continuing commitment to the CGIAR, and an arrangement making it possible for Serageldin to remain CGIAR Chair for up to two more years. Upon his departure, he would be replaced by World Bank Vice President for Environmentally and Socially Sustainable Development (ESSD) Ian Johnson.The Consultative Council welcomed the World Bank commitment, and the continuation of Ismail Serageldin's chairmanship. It said consequent actions should take place through the normal structures of the CGIAR.Agenda document at the CGIAR meeting of October 1999.Item Summary Report of the Consultative Council Meeting, January 27-28, 1999(Meeting Report, 1999-02-01) CGIAR Consultative CouncilReport of the first meeting of the CGIAR Consultative Council, held in Brussels on January 27-28, 1999. The Consultative Council, whose membership was selected by the Chairman of the CGIAR, was established at CGIAR International Centers Week 1998 as a mechanism to address issues raised by the 29 recommendations of the third System Review. The meeting focused on those issues requiring ongoing attention.The Council assigned TAC, CDC, CBC, the Chairman, Centers, and the Finance, Private Sector, and NGO Committees responsibilities for following up on different recommendations, which it grouped under the headings science, partnerships, governance, and finance. It asked for decisionable proposals at the CGIAR 1999 Mid Term Meeting in Beijing, where this report was an agenda document.The report contained as annexes a matrix of system review follow-up responsibilities and a timetable for discussion, a note on submissions from CGIAR committees, as well as the agenda and list of participants for the Council itself.
