Item CGIAR Knowledge Day Report(Internal Document, 2014-02-03) CGIAR Consortium OfficeValue for Money Proposition: How CGIAR Research Programs contribute to system-level outcomes, with a focus on mainstreaming gender On 5 November 2013, 125 CGIAR board members, directors general, scientists, donors and other stakeholders gathered to participate in a CGIAR ‘Knowledge Day’ convened by the CGIAR Fund Office, Consortium Office and CGIAR Consortium. The Knowledge Day was hosted and organized by the International Livestock Research Institute (ILRI) and the World Agroforestry Centre (ICRAF), and held at ILRI’s headquarters in Nairobi, Kenya. It was the first such event; feedback suggests it was useful and worth repeating. The thinking and discussions at this Knowledge Day are being used to refine the ‘value for money’ proposition of CGIAR Research Programs—their economy, efficiency and effectiveness (equity is sometimes added)—particularly regarding what is needed to create research-for-development ‘impact pathways.’ The Knowledge Day also looked at how the research programs can meet larger development goals: advancing rural development by sustainably improving agriculture, reducing poverty and bettering health and nutrition in the developing world.Item CGIAR Business Meeting 2009, Washington, DC, December 8, 2009: Summary Record(Meeting Report, 2010-01-01) CGIAR SecretariatThe Members of the CGIAR met in Washington, DC December 8, 2009 and displayed their commitment to international agricultural research by agreeing to move ahead with far-reaching reforms, aimed at preparing the organization for a new era of achievement and impact through collaborative science. The reforms call for the establishment of a new Consortium of the CGIAR Centers and a new CGIAR Fund. The Consortium will unite the 15 Centers under one legal entity and provide a single entry point for the Fund to contract Centers and partners for research products. The new Fund will harmonize donor contributions to improve the quality and quantity of funding available, engender greater financial stability, and reverse the trend toward restricted funding. It will also focus research investment to priority areas and harmonize reporting requirements. A strategy and results framework will link the two pillars of the new model through a collective research agenda that sets out the shared focus of funders and researchers. Main decisions include: Adoption of the CGIAR Charter, approval of the Generation CP beyond its inception phase, approval of the Sub Saharan Africa CP, in principle, for a 5-year period, subject to a successful assessment of its 18-month inception phase, to be initiated in the beginning of 2005, CGIAR endorsement of the IRRI EPMR including ExCo recommendation which reads: IRRI should expand its activities in SSA with the proviso that it work closely with WARDA, the leading rice research institution in SSA.This closer cooperation with WARDA should include work on upland rice in Africa. SC is also requested to establish an independent panel to study the situation of upland rice in Asia and IRRI’s potential contribution to solving researchable issues vis-à vis the potential contribution of NARS or other parts of the CGIAR system. On the Review of Partnership Committees: agreement to continue the PSC in a market testing mode for 2-4 years, as recommended by the Review, continuation and expansion of outreach activities already underway: innovation Marketplace, Farmers Dialogue, Farmers Exchange, including a CSO Forum in alternate years to precede the reformatted AGM and further strengthenening of GFAR-CGIAR linkages, specifically in relation to farmers and other CSOs.On ExCo: recommendation to abolish its two standing committees and appoint ad hoc groups when necessary was adopted. Finances: the 2005 financing plan was approved and will be adjusted to include the $ 2.33 million approved for SSA CP. Finally the members agreed to move the 2005 AGM to the first week of December. Inaugural remarks were delivered by Secretary of Agriculture Javier Usabiaga on behalf of H.E. Vicente Fox, President, Estados Unidos Mexicanos. The report includes summaries on: the 2004 Science Awards including the King Baudouin Award, a presentation on developments in the CGIAR by Francisco Reifschneider, a presentation by CDC Chair Kanayo Nwanze on recent CGIAR achievements, and a briefing on expected achievements by William Dar. The meeting summary also reports on the CGIAR priorities and strategies presentation by Per Pinstrup-Andersen, Science Council Chair, the speech by Francois Bourguignon, and the Millenium Project Global Plan and its implications for the CGIAR research agenda. Also included are updates by the GRPC, the Private Sector Committee, GFAR and the International Assessment of Agricultural Science and Technology for Development. A section on the CGIAR and Civil Society includes summaries on the Farmers' Dialogue and the Innovation Marketplace. The Ministerial Roundtable on Public Private Partnerships for Innovation : what does the future hold for the rural poor is summarized as well as the 2004 Crawford Lecture "The Mystery of Capital: Role of Property Rights in Creating Wealth and Alleviating Poverty" by Hernando de Soto. This report contains both the summary of the stakeholder meeting as well as the summary for the business meeting. Inaugural remarks were delivered by H.E. Moody Awori, Vice President of Kenya. The stakeholder meeting report section covers briefings on the Challenge Programs and the Reform Program, briefings on the achievements and impacts of Centers' work, the science awards, and the innovation marketplace. Also included are updates from the Science Council, the Private Sector Committee, GFAR and a description of the 2003 Crawford Memorial Lecture delivered by Susan Whelan, Canadian Minister for International Development. The Business Meeting section contains reports on the EPMR of ISNAR and its subsequent closure, governance transfer to IFPRI and move to SSA, the EPR and EMR of ICRISAT and IPGRI's EPMR. Creation of a Task Force to conduct a broader study on rationalization of CGIAR operations across the System starting with Africa, initially SSA was also tabled. AGM 2001 was the first general meeting combining the CGIAR's two annually held meetings, Mid Term Meetings and International Centers Weeks. The meeting was divided between a stakeholders' meeting for discussion of major issues, and a business meeting for decision making. Agenda items for the stakeholders' meeting included an Overview of the World Food Situation by IFPRI Director General Per Pinstrup-Andersen, presentation of proposed Global Challenge Programs, and the annual Crawford Memorial Lecture delivered by Nafis Sadik on the importance of population issues. Under change design and management, the meeting considered the membership and composition of the Executive Council, the size of the Science Council and its continuity of TAC's work on regional priority setting, and the terms of reference for the System Office. Agenda items for the business meeting included the fifth external program and management review of IITA, the review of the Systemwide Livestock Program, the 2002 CGIAR financing plan, and report of TAC Chair Emil Javier. A summary of presentations from the Centers' Forum, and CGIAR statement on the negotiations on the FAO International Undertaking on Plant Genetic Resources for Food and Agriculture are provided as annexes.Item CGIAR Mid Term Meeting, Durban, South Africa, May 21-25, 2001: Summary Record of Proceedings and Decisions(Meeting Report, 2001-06-01) CGIAR SecretariatSummary report of the 2001 CGIAR Mid Term Meeting held in Durban, South Africa, May 21-25, CGIAR Chairman Ian Johnson presiding. The final mid term meeting held by the Group before mid term meetings and international centers weeks were consolidated into a single annual general meeting. Recommendations of the Change Design and Management Team endorsed at the meeting included the adoption of a programmatic approach to CGIAR research through the establishment of global challenge programs, the creation of an executive council, the transition of TAC into a science council, and organization of a system office. The first meeting of the Interim Executive Council was held on May 25 in Durban, and member decided to form task forces for determining how to proceed in establishing the system office, science and executive councils, and challenge programs. Under Research Agenda and Funding Requirements, participants endorsed TAC's recommendation to extend the 2001-2003 medium term plan to 2004, confirmed the 2001financing plan at US$ 340 million, and set the 2002 financial planning target also at $ 340 million. Intergovernmental Panel on Climate Change chair Bob Watson and Inter Center Working Group on Climate Change chair Pedro Sanchez described prospective impacts of climate change on global agriculture, biodiversity, forests, and fisheries and suggested that climate change would be a suitable theme for a CGIAR challenge program. Subsequent presentations suggested water management and use, integrated natural resource management, genetic resources, and the impact of disease on livestock production and trade as possible challenge program themes. Representatives of TAC, GFAR, and FORAGRO presented a progress report on establishing a framework and criteria for regional priority setting in the CGIAR.Item CGIAR International Centers Week, Washington, DC, October 23-27, 2000: Summary of Proceedings and Decisions(Meeting Report, 2000-12-01) CGIAR SecretariatSummary report of the annual meeting of the CGIAR held October 23-27, 2000, in Washington, D. C., Ian Johnson presiding. Some changes in CGIAR structure and governance were approved and would be implemented. A Change Design and Management Team (CDMT) would prepare other proposals for approval at MTM 2001. A Steering Group was appointed by the Chairman to coordinate the process, which is outlined in a Chairman's Paper: Guidelines for Next Steps found in a separate record and in the summary.The Group received and endorsed reports from the Cosponsors, TAC, CBC, CDC, and the Consultative Council. Also from the Oversight, Finance, Genetic Resources Policy, NGO, Private Sector, and Science Partnership committees. See Annexes, and/or separate records. The Group endorsed a Finance Committee recommendation that the Long Term Financing Strategy be implemented in the context of the overall change management process. It approved the Financing Plan for 2001, and a Financial Planning Framework for 2002. The CGIAR endorsed the EPMR of CIAT, and a review of plant breeding methodologies in the CGIAR. After a seminar on climate change, the Group supported a center work plan in this field. It endorsed the work program of the Integrated Natural Resources Management Task Force. After a presentation, not in the collection, by Hans Binswanger of the World Bank, it agreed that the CDC should develop a center code of conduct on HIV/AIDS policies, and take account of the relationship between HIV/AIDS and food security in work programs.The Group endorsed efforts to improve CGIAR-NARS partnerships in Africa It adopted a statement on the proposed multilateral system for plant genetic resources urging that it include crops of greatest importance to the CGIAR, and restated its commitment to the FAO/CGIAR agreement on genetic resources. WARDA received the King Baudouin award for improved rice varieties (Separate record).Item CGIAR Mid Term Meeting, Dresden, Germany, May 21-26, 2000: Summary of Proceedings and Decisions(Meeting Report, 2000-07-01) CGIAR SecretariatSummary report of the mid term meeting of the CGIAR held in Dresden, Germany, May 21-26, 2000, chaired by Ismail Serageldin. Officials of the German Government and the Free State of Saxony welcomed the meeting. A new CGIAR vision embodying seven planks proposed by TAC was adopted, as was a timetable for exploring structural changes. Ismail Serageldin relinquished the chair, and Ian Johnson, World Bank Vice President for Environmentally and Socially Sustainable Development became chairman-designate.The Group agreed on a long term global effort to create public awareness and mobilize financial resources. It endorsed the concept of a CGIAR/Future Harvest foundation, and requested a business plan and proposal on structure to be presented at ICW 2000. Reports were received from the centers, PARC, GFAR, GRPC, CDC, and CBC. There was a seminar based on a SPIA study of the impact of CGIAR germplasm improvement.The CGIAR adopted the report of its Finance Committee, noting a shortfall of $10 million because of European Commission procedural problems, approved a stable financing plan for 2000 at $340 million, and endorsed the allocation of World Bank funds. The research agenda for 2001 would address the same funding level.An ad hoc committee considered external program and management reviews of ICARDA, IWMI, and WARDA. The Group endorsed the recommendations of the committee concerning these reviews. Expressing concern at the lack of an international agreement on the access, exchange, and benefit of genetic resources for food and agriculture, the Group urged members to bring a GFAR declaration on the subject to the attention of appropriate authorities.Annexes include the agenda, lists of documents and participants, and reports of meetings of the cosponsors, the Oversight and Finance Committees, and committees on genetic resources policy, NGOs, the private sector, and science partnership.Item CGIAR International Centers Week, Washington, DC, October 25-29, 1999: Summary of Proceedings and Decisions(Meeting Report, 1999-12-01) CGIAR SecretariatSummary report of the annual meeting of the CGIAR held October 25-29, 1999 in Washington D.C., Ismail Serageldin presiding. The Group welcomed the World Bank proposal that Serageldin serve as chairman for up to two more years, and be succeeded by Ian Johnson, Vice-President for Environmentally and Socially Sustainable Development. TAC was asked to lead a visioning exercise, and recommend organizational changes, with review by the Consultative Council.The Group endorsed some preliminary findings of the IAEG, preliminary findings of the CBC on funding and management of systemwide programs, and a TAC panel report on systemwide programs with an ecoregional approach. It heard reports from centers on their collaboration with each other. A CDC proposal to constitute a taskforce to strengthen the Integrated Natural Resources Management agenda was also approved. There was agreement with a TAC view that the Group should not start separate research on climate change mitigation, but should convene a workshop on how the CGIAR could complement ongoing work.The CGIAR received a progress report on intellectual property rights activities at the centers, and reports from the FAO and the GRPC. It endorsed development of a multilateral system to facilitate access to plant genetic resources for food and agriculture. It was decided to renew the Finance and Oversight Committees, and restructure and continue the Private Sector, NGO, and Genetic Resources Policy Committees. Reports were received from these committees as well as TAC, the Cosponsors, the CBC, and the CDC.The CGIAR approved funding of $340 million for the year 2000 as recommended by the Finance Committee, accepted Committee recommendations on longer term financing strategy, and asked the working group to continue its efforts. It approved a process for recruitment of a new CGIAR Executive Secretary. There were standard annexes plus the reports of five committees.Item CGIAR Mid Term Meeting, Beijing, China, May 24-28, 1999: Summary of Proceedings and Decisions(Meeting Report, 1999-07-01) CGIAR SecretariatSummary report of the mid term meeting of the CGIAR held in Beijing, China, May 24-28, 1999, chaired by Ismail Serageldin. The main business of the meeting was completing consideration of issues arising from the third review of the system. This process was facilitated by a series of documents on issues commissioned by the CGIAR Consultative Council, which appear in records with the partial title: "System Review Follow-Up:" followed by a specific topic. The Chairman provided a series of nine propositions as a framework. Decisions were taken about CGIAR science, governance, partnerships, and finance. An annex to the document contains a list of subjects, decisions, and implementation steps under these headings.The Group adopted reports from the Finance Committee on the 1998 funding level, and the 1999 outlook, which remained stable. It approved the substance of the research agenda for 2000, and the TAC/Finance Committee target of $340-345 million funding. Ad hoc evaluation committees considered external reviews (EPMRs) of ICLARM and ILRI. The Group accepted the review reports and the conclusions and recommendations of the ad hoc committees.The TAC Chair reported in implementation of the CGIAR logical framework, and an FAO representative presented the World Agricultural Information Center (WAICENT) The Group heard reports from the Global Forum Steering Committee (GFSC), and the NGO and Private Sector Committees. Also from the CGIAR cosponsors, the Oversight and Finance Committees, the Genetic Resources and Policy Committee (GRPC), and the committees of Board Chairs and Center Directors. TAC and the IAEG also reported.Annexes included the agenda, list of participants and documents, and the Chairman's keynote at a session on China and the CGIAR.
