From crisis to recovery: How CGIAR’s BRIGHT Survey can catalyze evidence-based policy reforms in Sri Lanka
(Blog Post, 2024-12-20) Headey, Derek D.; van Asselt, Joanna; Ecker, Olivier; Balié, Jean
As the American polymath W. Edwards Deming once famously said, “In God we trust; all others bring data.” Unfortunately, bringing data and evidence to policy deliberations has not always been the norm in Sri Lanka’s recent political history. From 2022 to the present, the country experienced the worst economic crisis since its independence—a crisis precipitated by policy decisions made without consideration of rigorous evidence or sound economic advice, including escalating government debt, depletion of foreign reserves, and a disastrous fertilizer import ban. Since late 2022, a bailout package by the International Monetary Fund (IMF) and policy reforms have steadied Sri Lanka’s macroeconomy, though the ordinary citizen remains far poorer than she was before the crisis. The arrival of a new government in late 2024 led by the reform-minded National People’s Power (NPP) party offers a promising opportunity for policymakers and researchers to contribute much more to rebuilding the Sri Lankan economy. A key new resource for those efforts is the BRIGHT (Building Resilience, Inclusive Growth, and Holistic Transformation) survey.

Promoting Decent Employment in Agriculture and Food Sectors of Developing Countries: What Role for CGIAR?
(Blog Post, 2024-12-10) Balié, Jean; Clayton, Andrew
One of CGIAR’s five core impact areas is poverty reduction, livelihoods, and jobs. Our ambition needs to go beyond creating jobs and generate higher income for farmers. We must also look at the quality of the jobs and livelihoods created through agricultural transformation. This is about providing decent work in rural economies that respect fundamental labor rights and gender equality and provide fair wages and basic social protection. We think that this has not been given sufficient attention in CGIAR’s research portfolio. In this blog, we set out why promoting decent employment in the agriculture and food sectors of developing countries should prioritized within CGIAR.

Surveying the community of practice (COP) on poverty reduction, livelihoods & jobs
    (Report, 2024) Lenaerts, Bert
This report presents the findings of a survey conducted within the community of practice (COP) focused on Poverty Reduction, Livelihoods, and Jobs. The survey revealed a strong willingness among participants to engage actively in the Platform's initiatives and a collective enthusiasm for advancing poverty alleviation and employment creation goals. However, it also identified a significant need for enhanced capacity building, with many respondents expressing a desire for additional training and resources to more effectively contribute to the Platform's success. The report highlights these dual themes: a robust commitment to the shared objectives and the critical necessity for further development of skills and knowledge to achieve those goals. These findings underscore the importance of investing in capacity-building efforts to maximize the impact of the COP's work in poverty reduction and job creation.
