Milk production is estimated to be about 5 million tons per annum, 60% of which is produced in Kenya. More than 80% of the milk is traded informally as raw milk. The processing industry works at less than 30% of the installed capacity of about 2.8 million litres per day. Except for Kenya, demand for milk and dairy products exceeds domestic production even in years of normal rainfall and the deficit is growing. The gap between supply and demand is filed by intraregional and extra-regional imports which together amounted to 31,555 metric tons in 2003 worth 8.3 million US $. Intra-regional trade in dairy products is constrained by inadequate milk processing and marketing infrastructure, seasonality of supplies, tariff and non-tariff barriers as well as sanitary and quality standards issues. The paper highlights on the efforts that have been taken by the East African Community (EAC) towards harmonization of standards for milk and dairy products. In view of the predominance of the informal milk trade, dairy regulatory authorities also see training and certification of informal milk trade as a starting point towards quality improvement in the entire dairy value chain and establishment of equivalence in competencies of all key role players through standardized training curricular. A programme for training and certification of informal milk traders initiated by the Association for Agricultural Research in East and Central Africa (ASARECA) is presented and discussed in that context. Establishment of equivalent or uniform standards and improvements in hygienic handling of milk through enhanced competences of all key dairy value chain role players within the EAC is expected to contribute towards enhancing cross-border trade in milk and dairy products.Item Institutional and technological innovations to transform informal milk markets in the eastern and central Africa region: preliminary lessons from action research(Conference Paper, 2005-09-19) Lore, Tezira A.; Kurwijila, Lusato R.; Omore, Amos O.This paper discusses preliminary lessons from action research to promote institutional and technological innovations aimed at transforming informal milk markets in East and Central African countries. Regulations affecting the dairy sectors in five selected countries were reviewed and factors limiting cross-border dairy trade documented. Dialogue among dairy experts and regulatory authorities was then undertaken to arrive at minimum standards of competence, build consensus on a regional guideline and curriculum to certify informal dairy traders and ensure cross-border recognition of certification by counterpart regulatory authorities and freer trade. The consultative process has fostered sharing of valuable experiences in improving the quality of informally marketed milk, and has helped influence changes in mindset among regulatory stakeholders, who are now more willing to support the development of informal milk markets. Generic work plans will be developed to facilitate the required actions.Item Technologies for enhancing value addition, quality and safety of milk produced by smallholder farmers in Africa(Conference Paper, 2005-09-19) Kurwijila, Lusato R.; Lore, Tezira A.; Omore, Amos O.FAO 2003 data indicate that Africa imported over 5.6 million tonnes liquid milk equivalent worth about US$ 1.8 billion or 29% of the world dairy import trade. Part of this demand-supply gap for value added dairy products could be filled by processed dairy products from within the African region. While Africa produces about 28.7 million tonnes of milk annually (26.7 kg/per capita), in most countries more than 85% is sold as raw milk thus raising quality and food safety concerns. The paper reviews and discusses technologies that have been developed to address these problems including improvement of milk handling by informal milk traders, traditional fermentations, butter and cheese processing, milk preservation using lactoperoxidase (LPS) and in-pouch pasteurisation of liquid milk. It is concluded that Africa's dairy industry needs to grow from an industry dominated by informal actors to small and medium enterprises answering the needs of the changing socio-economic landscape of African countries.
