    No major adjustments to the CGIAR GENDER Platform theory of change are anticipated in 2021. The Platform will continue to implement its vision of putting gender equality at the center of agricultural and food system transformation, through continued engagement with One CGIAR and with partners. The GENDER Platform will continue to work with all 14 CGIAR centers throughout 2021, moving into One CGIAR as it evolves.

The purpose of the review was to assess the extent to which FTA is delivering quality of science and demonstrating effectiveness in relation to its theory of change (ToC). The scope of the review focused on FTA activities and results that were reported from 2017, when the program started its second phase, until end of 2019.

    The CGIAR Research Program on Roots, Tubers and Bananas (RTB) is a partnership collaboration led by the International Potato Center implemented jointly with Bioversity International, the International Center for Tropical Agriculture (CIAT), the International Institute of Tropical Agriculture (IITA), and the Centre de Coopération Internationale en Recherche Agronomique pour le Développement (CIRAD), that includes a growing number of research and development partners. RTB brings together research on its mandate crops: bananas and plantains, cassava, potato, sweetpotato, yams, and minor roots and tubers, to improve nutrition and food security and foster greater gender equity especially among some of the world’s poorest and most vulnerable populations.

    WHEAT is an Agri-food System CGIAR Research Program launched in 2012 and led by the International Maize and Wheat Improvement Center (CIMMYT). Joining advanced science with field-level research and extension in lower- and middle-income countries, WHEAT works to raise the productivity, production and affordable availability of wheat for 2.5 billion resource-poor consumers who depend on the crop as a staple food. R4D is carried out by a community of more than 200 public and private organizations worldwide; among them national governments, companies, international centers, regional and local agencies and farmers. WHEAT management includes experts from the Australian Centre for International Agricultural Research (ACIAR), the British Biotechnology and Biological Sciences Research Council (BBSRC), the International Center for Agricultural Research in the Dry Areas (ICARDA) and the Indian Council of Agricultural Research (ICAR).

    Led by the International Maize and Wheat Improvement Center (CIMMYT), with the International Institute of Tropical Agriculture (IITA) as its main CGIAR Consortium partner, The CGIAR Agri-food Research Program MAIZE focuses on increasing maize production for the 900 million poor consumers for whom maize is a staple food in Africa, South Asia and Latin America. MAIZE’s specific goal is to increase incomes and food security for poor maize producers and consumers while enhancing the sustainability of maize-based production systems and the natural resource base. MAIZE will ensure that technological and institutional innovations are developed, tested and deployed to enable profitable and equitable integration of small-scale maize producers and processors in the expanding maize value chains.

    The ToC for FP1 and FP3 remain largely unchanged and the team is making efforts to ensure that progress is being made towards the set outcome targets. Together with the cross-cutting themes, FP4 uses CRP experiences to develop a more detailed and impactful ToC by identifying enablers that allow FP4 innovations to unfold their full potential. While there is no major update in the ToC of FP5, work will be done along with other FPs to incorporate FP6 into the CRP-GLDC’s overall ToC. The FP6’s ToC will remain unchanged in 2021.

    CGIAR Genebank Platform - Plan of Work and Budget 2021

    The most important output of the Genebank Platform is the availability and provision of healthy, viable, documented germplasm from the 35 crop and tree collections managed by the CGIAR, which are maintained, and safety duplicated, in long-term conservation in accordance with FAO Genebank Standards (2014) and Article 15 of the International Treaty on Plant Genetic Resources for Food and Agriculture (Plant Treaty). Demand varies unpredictably between years. Figures for germplasm distributions in 2020 are not yet compiled but they are expected to be lower than for a normal year. We expect that the COVID pandemic and associated lockdown measures will have an impact on the number of requests for germplasm that will continue in 2021. Nevertheless, users continue to request germplasm and all 11 genebanks and germplasm health units (GHUs) continue to import and export germplasm shipments. Although requests are being met, the rate of other genebank operations, including those contributing to performance targets, has slowed down, particularly where lockdown measures are more severe in Asia, Europe and Latin America.

    CGIAR is a global partnership that unites organizations engaged in research for a food-secure future. The CGIAR Research Program on Livestock provides research-based solutions to help smallholder farmers, pastoralists and agro-pastoralists transition to sustainable, resilient livelihoods and to productive enterprises that will help feed future generations. It aims to increase the productivity of livestock agri-food systems in sustainable ways, making meat, milk and eggs more available and affordable across the developing world. The Program brings together five core partners: the International Livestock Research Institute (ILRI) with a mandate on livestock; the International Center for Tropical Agriculture (CIAT), which works on forages; the International Center for Research in the Dry Areas (ICARDA), which works on small ruminants and dryland systems; the Swedish University of Agricultural Sciences (SLU) with expertise particularly in animal health and genetics and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) which connects research into development and innovation and scaling processes.

    While no substantial changes have been made to the overall balance of the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) Flagships (FP) nor to its Theory of Change, the introduction of Accelerating Impacts of CGIAR Climate Research for Africa (AICCRA) to the program is an exciting development for CCAFS Flagships 1, 2, and 4, as well as for the teams in East Africa (EA) and West Africa (WA).

    The CGIAR Platform for Big Data in Agriculture is a cross-cutting program of the global CGIAR consortium of non-profit research institutes looking into virtually every aspect of food security spanning: genomics, breeding, agroecology, climate science, and the socioeconomic drivers and context of food systems change. The Platform tends to data standards and data sharing, digital innovation strategy and technology transfer, and research into the intersection of digital technologies and agricultural development in emerging regions.

    CGIAR GENDER Platform - Plan of Work and Budget 2020

    Being the first year of the Platform, no changes are envisioned of the Theory of Change as outlined in the proposal. Specific activities, such as the Resource and Learning Hubs, identified from the ENGAGE proposal (led by IFPRI) will be integrated into the workplan of the GENDER Platform. The Platform envisages outputs being generated through three modules and associated work packages. The modules are synergistic and feed on each other. The development of capacities of researchers and partners in rigorous and high quality gender research for development will build on the methods and approaches developed by the Platform and beyond. Organizational culture change will enable effective integration of gender in agricultural research across CGIAR and its partners. The enhanced capacities along with cutting edge methods and effective and cross-sectoral partnerships will lead to generation of evidence to fill critical data gaps and inform policy to being about transformational change at scale.

Nevertheless, the following two minor changes are worth mentioning: • Some milestones have been brought forward and some targets have undergone minor adjustments to take into account the one-year shortening of CCAFS, with an end date of 2021 instead of 2022. • Following the plan, the program in general has evolved to focus more on scaling activities.

    There were no significant changes in 2019 to FTA’s theory of change1. FTA plans all its work on the basis of its operational priorities. These, in turn, focusresearch towards major development demands and knowledge gaps, orienting FTA towards the implementation of the SDGs and other global commitments. Three operational priorities were added in 2020 (see list in Appendix 1) to better delineate pre-existing research areas addressing development bottlenecks needing dedicated investment and visibility: smallholder tree-crop commodities, tree seeds and seedlings delivery systems, and foresight. FTA organized in 2019, at the request of its ISC, a joint ISC-FTA workshop on impact assessment methods for the program. Based on the outcomes of this workshop FTA will, inter alia, revisit in 2020 its impact pathways and end of programme outcomes, and if need be, corresponding adjustments to the ToC of FTA and/or of its FPs will be made.
