    Consultancy on Common Administrative, Financial and Research Support Services in the New Consortium

    Accenture Development Partnerships (ADP) performed a shared service evaluation across the CGIAR starting in August 2009. During the course of the project, ADP interviewed over 200 CGIAR employees across all 15 Centres, visited 13 CGIAR locations across 5 continents, gathered financial data from all Centres and engaged with key leadership across the Alliance Office, corporate services and research. Leveraging leading practices from Accenture’s shared service practice and relevant experiences across the non-profit sector, ADP has found significant opportunities for shared services to improve the current operations of the CGIAR as well as to improve the position of the CGIAR for future opportunities. ADP developed a target operating model covering the use of shared services across all Centre functions and recommended seven key opportunities to focus preliminary shared service activities. The seven key shared service opportunity areas are: 1. Develop and Expand Research Support Services, 2. Standardised Ways of Working, 3. Rationalise Back-office Systems, 4. Share HR Functions, 5. Procurement and Leveraged Buying, 6. Share IT, and 7. Share / Rationalize Physical Facilities and Facility Support. The target operating model and key opportunities were reviewed by a broad cross-section of finance, IT and research leadership, and general consensus was achieved. Across the seven opportunities, ADP developed business cases, implementation roadmaps and location strategies to allow the CGIAR to effectively prioritize shared service efforts and to help align shared services with other CGIAR strategic initiatives. This document only represents draft findings and recommendations as of 22 October 2009. A more complete paper, including cost and benefit analyses and final detailed recommendations, will be presented to the Alliance by 10 November 2009. This document was discussed at ExCo17.

    An Accountability Framework for the CGIAR

    This document reviews the accountability framework which is designed to enable the CGIAR to more effectively deliver high impact results through effective collaboration on agricultural research. To do this, the accountability framework clarifies the distinct roles and responsibilities between those funding the CGIAR: represented by the CGIAR Fund -- and those delivering the strategy: represented by the Consortium and The Centers.     Consultation on Consortium design and creation

    Following a search and selection process initiated in December 2008, the Alliance engaged the Boston Consulting Group (BCG) to work on the architecture of the Consortium. BCG was tasked to design a draft Consortium Constitution and draft terms of reference of its Board and CEO (or Executive Director). They started this work by interviewing Centres leadership and ‘benchmarking’ with some relatively similar external organisations. A first draft of the Constitution, and the associated terms of reference, were discussed during the Alliance May 11-13 meetings. This document was discussed at ExCo16. The draft Consortium Charter is attached.

    Report of the Seventh External Programme and Management Review of IRRI

    Seventh external programme and management review of IRRI completed in February 2009 by a panel led by Greg Edmeades. The Seventh External Program and Management Review of IRRI took place between September 2008 and February 2009. The EPMR Panel reported that on all significant measures, IRRI meets the high standards it has set for itself. The Center is well managed, financially sound, strong in science and appropriately engaged with partners worldwide to bring the best efforts of rice science to bear on the immense challenges of food and the environment faced by developing countries. Eleven recommendations from the Panel to IRRI are set forth in the report. The report was discussed at ExCo16.

    Report of the Sixth External Programme and Management Review of ICRISAT

    Sixth external programme and management review of ICRISAT completed in February 2009 by a panel led by Kenneth Cassman. The review panel found a remarkable turnaround in the five years since the Center’s 2003 review thanks to strong leadership and improved staff morale. The budget grew by 70% and is projected to continue growing over the next five years. Two regional programs have been established, one in WCA and the other in ESA, each with a regional Director and responsibility to plan, resource, and implement a research agenda to address region-specific constraints to food security and poverty. Funding for SSA programs rose to 60% of ICRISAT’s total budget, and the Panel found substantial evidence of spillover from ICRISAT’s germplasm research at headquarters to the SSA programs and the national agricultural research systems (NARS). The report was discussed at ExCo16.
