dcterms.abstractDiscussion version of an eighteen month study of planning, programming, and financial information in the CGIAR System. An outgrowth of the second review of the CGIAR System, the study recommended adoption of common accounting standards by the centers, a new budget procedure for the centers and TAC, improvements in the systemwide reporting by the CGIAR Secretariat, and suggested principles for use by donors in the allocation of funds. A cover memorandum from the CGIAR Secretariat describes steps for implementing the proposals.Various stages of the study were discussed at TAC 35, and 37 as well as at intercenter meetings. The discussion version was an agenda document at the TAC 38th Meeting, October 1985. It came before the CGIAR at its meeting in May 1986.en
