A Revitalized CGIAR - A New Way Forward: The Integrated Reform Proposal
(Internal Document, 2008-11-01) CGIAR Change Steering Team
In 2007 the CGIAR initiated a Change Management process to revitalize the CGIAR System. This reform proposal takes into consideration, and builds on, all of the analyses of the Change Management working groups and the Independent Review. The CGIAR vision and Strategic Objectives were endorsed by ExCo14 held in Ottawa in May 2008, and the basic elements of this proposal were endorsed by ExCo15 in October 2008 held in Lisbon. ExCo15’s comments and suggestions are reflected in the current proposal. Section III of this paper outlines the new vision of the CGIAR and the key principles and drivers for the reforms. Section IV elaborates on this by presenting the building blocks of the new CGIAR, focusing on the organization, funding, processes and incentives needed to meet the vision. Section V presents a transition plan. The proposal was discussed at the CGIAR's AGM08 in Maputo, Mozambique.

Sub Saharan Africa Challenge Program External Review
(Independent Commentary, 2007-01-01) CGIAR Science Council
Report on the external reivew of the Sub-Saharan Africa Challenge Program, led by Dr. Cyrus Ndiritu. The basic findings of the Panel members is that while the Challenge Program has not met the main milestones set for the Inception Phase, there is evidence of progress towards the milestones to support an extension in order to address the original research question of the CP, i.e. the testing of the benefits of an innovative platform—the IAR4D concept—in designing and implementing research at the interface of productivity, environment, policy and markets that would increase demonstrably the delivery of the benefits to the end users. Thus, the Panel recommended an extension of the CP for 3 years. It does, however, add a number of conditions, one of which is to remain focused at three sites, and that the program strengthens the research planning and design and implements a process to ensure systematic monitoring and evaluation to develop IPGs. This report contains the Science Council commentary, FARA's response and the main review report and annexes.

Report of the Third External Programme and Management Review of the World Agroforestry Centre (ICRAF)
(Evaluation Report, 2007-01-01) CGIAR Science Council
Report of the third external program and management review (EPMR) of ICRAF, conducted between November 2005 and February 2006 by a panel chaired by Jeffery Burley. In the seven years since the last EPMR the Centre has in view of the Panel, reduced its strategic research and pathbreaking research that might produce International Public Goods. The Panel made 15 recommendations in its report covering strategies, regional and systemwide programs, governance and management and internal organizational changes. ICRAF Board and management agreed with 11 of the recommendations, leaving the remaining four for further analysis. Agenda document discussed at AGM06 and during the Science Council meeting of April 2006.

Investment Proposals and Financing of the 2007 CGIAR Research Agenda
    (Meeting Agenda, 2006-12-01) CGIAR Secretariat
This document summarizes the financial requirements of the 2007 research programs and theirfinancing as proposed by the Centers and Challenge Programs. Following the approval of the CGIAR Priorities at the AGM05, the guidelines in the submission of the 2007-2009 MTP was revised to accommodate the transition towards the implementation of the new 20 CGIAR Priorities (Annex 3). The description of the research program: beginning at the project level- is no longer in terms of “Output” categories; instead, the Centers now associate the approved CGIAR Priorities to the Projects. This document is organized into four sections as follows: 1. Section I summarizes the aggregate proposal in terms of the investment level and how it is projected to be financed. 2. Section II outlines the financial decision-making steps being followed in the 2007 program review and approval process. 3. Section III discusses the highlights of the investment and financing proposals. 4. Section IV discusses the investment proposals from various dimensions. In addition, there is an attachment to this document which summarizes the financial and program highlights, as well as project cost tables, of each of the fifteen Centers and four Challenge Programs covering the 2007-2009 period. This report was discussed during the Business Meeting at AGM06.

Science Council Commentary and Center Responses on CGIAR Center and Challenge Program Medium-Term Plans 2007 - 2009
(Independent Commentary, 2006-10-01) CGIAR Science Council
This overview highlights the Science Council’s (SC) key observations to the System for support of thework Plan for 2007. The rolling three-year MTPs of the Centers and Challenge Program’s (CPs) provide three key functions: (i) the first year of the MTP (i.e. 2007) is the workplan and budget for the next year to be approved by the CGIAR; (ii) the plans show how the research will contribute to the goals and priorities of the CGIAR through international agriculture research; and (iii) the logframe analysis is the basis for the self-monitoring by the Center/CP of their performance in delivering outputs, outcomes and impact. This report was discussed during the Business Meeting at AGM06.
