Abstract/Description

Report of TAC 38, Washington D.C., October 22-25, 1985, Professor Guy Camus presiding. TAC approved the completed document "TAC Review of CGIAR Priorities and Future Strategies" which had been circulated to members of the CGIAR in September. TAC discussed the findings of the CGIAR study of research impact, and decided to continue with this subject at TAC 39.The reports of the external program and management reviews of ISNAR were discussed, and a commentary for the CGIAR prepared. TAC recommended that ISNAR be recognized as a fully fledged CGIAR center. Informed that WARDA was technically bankrupt, TAC recommended withholding CGIAR funding pending member states fulfilling their 1985 commitments. Arrangements for the mid-term review of WARDA were confirmed. TAC prepared the terms of reference for a review of the external review process to be conducted in collaboration with the CGIAR Secretariat. The terms of reference are attached to the report of the meeting. Without wishing to set a precedent, TAC supported ICRISAT's plan to borrow funds if necessary to complete the Sahelian CenterTAC endorsed the recommendations for uniform accounting and financial reporting procedures contained in the draft Budget Study. It also endorsed the proposed new p&b process, to be implemented for 1988, and approved the interim approach to be used for 1987 center proposals.
