dcterms.abstractInformal summary of proceedings of the sixteenth meeting of the CGIAR in Paris, France, May 3-4, 1979, chaired by Warren C. Baum. The meeting considered at length TAC's third study on priorities for international agricultural research. It concurred that existing centers should have first priority; but suggested many subjects for research, both factor and commodity oriented. Subject to comments made, TAC's views were generally accepted as guidelines for the CGIAR.There was agreement on the high priority of vegetable research but significant disagreement on how to proceed. TAC was ask to refine its proposals for an International Vegetable Research Institute for the Tropics (IVRIT) in the light of the discussion. The Chairman found strong but not unanimous support for TAC's recommendation that IFPRI be included in the system; the issue of its location was deferred to the next meeting. Members disagreed whether to provide support to the International Fertilizer Development Center (IFDC) which TAC had not recommended. They accepted a US suggestion that the issue be deferred pending further study of factor oriented research and research on plant nutrition.Discussion of a CGIAR Secretariat paper on the financial outlook confirmed the likelihood of a shortfall in 1980 and beyond. The Chairman concluded that decisions on vegetables, IFDC and IFPRI were not affected by this prospect. If there was an unresolved issue of resource allocation arising, he would call together a Standby Committee as agreed in connection with the System Review. Discussion of the Quinquennial Review of ICRISAT centered on disagreements between the ICRISAT Board and the review panel about the model for African programs and research in India on the pigeon pea. After discussing the Quinquennial Review of WARDA; the Group agreed with the panel recommendation for preparation of a five year plan. The chairman of the ISNAR Committee made a progress report on the establishment of the center.en
