Technical Advisory Committee First Meeting, 29 June - 2 July 1971: Reporten
Report of the TAC meeting held in Rome from 29 June to 2 July 1971, TAC Chairman Sir John Crawford presiding. Opening statements by FAO Director General A.H. Boerma, World Bank Director of Development Services R. D. Demuth, and UNDP Senior Technical Advisor M. Gocovsky.Crawford said that TAC's role was to meet the CGIAR's need, in a context of limited resources, for high quality technical advice on which to base priorities and financial decisions. This would entail contact with institutions conducting research of broader than national interest and links with extension and training, as well as with national research systems. Given the impossibility of covering the whole field, this meeting should select projects requiring immediate examination. M. S. Swaminathan was elected TAC Vice Chair. F. F. Hill, of the Ford Foundation presented the programs and financial requirements of CIAT, CIMMYT, IITA, and IRRI which were not represented. TAC decided to send representatives to visit each of these IARCs. It heard and discussed reports on French, UK, US, and OAS supported agricultural research programs, and received a written report on the FAO program. It received information on the status of work related to: upland or rainfed crops, food legumes, animal health and production in tropical Africa, water use and management, rice development in West Africa and the existing program of WARDA, potato improvement in Latin America, and vegetable production in Asia. Additional problems discussed were farming systems in arid and semi arid Africa and Western Asia, grassland and range management, livestock production in Southeast Asia and other wetter tropics, rodent control, multiple cropping, socioeconomic and environmental implications of new technologies, biological control. of insects, and establishment of an agricultural research information system for developing countries.
