Abstract/Description
This record is the first account of the CGIAR's reform program launched in 2001. The program focused on efficiency, efiicacy, transparency, accountability, and participation and included four initial pillars of reform: 1) creation of Challenge Programs, 2) creation of an Executive Council, 3) creation of a science-focused Science Council to advise the Consultative Group, and 4) the establishment of a System Office. These pillars paved the way to additional components such as a system-wide Performance Measurement System, a compensation study and more. The report spells out the assessment of impacts achieved and raises questions for future action.
