The program focused on efficiency, efiicacy, transparency, accountability, and participation and included four initial pillars of reform: 1) creation of Challenge Programs, 2) creation of an Executive Council, 3) creation of a science-focused Science Council to advise the Consultative Group, and 4) the establishment of a System Office. These pillars paved the way to additional components such as a system-wide Performance Measurement System, a compensation study and more. The report spells out the assessment of impacts achieved and raises questions for future action. | en |
