The first joint meeting of ACP Ministers of Trade and Finance in Brussels from June 20th-21st 2002 reached a number of conclusions on the forthcoming EPA negotiations, most notably with regard to: the importance of preserving existing preferences; the importance of addressing supply-side constraints; the need for a review of the rules of origin; the need for a study on SPS barriers to trade; the need to modify the WTO provisions on special and differential treatment; the importance of addressing the fiscal, economic and social adjustment costs associated with moves towards free trade with the EU, including through the establishment of a special adjustment compensation fund; the importance of all ACP countries and regions concerned undertaking detailed impact-assessment studies on the likely consequences of moves towards free trade with the EU.en
