CGIAR Responsibility for International Agricultural Research Not Directly Funded by It

CGIAR Secretariat paper examining whether the CGIAR should sanction non-CGIAR research by conferring associate status on programs not funded by the Group, and whether it should provide partial funding for relevant research activities not qualified for full support. A paper on the same subject prepared in October 1977 is attached, and summaries are provided of discussions of the issues in the CGIAR, in TAC and among the center directors.
