dcterms.abstractSummary report of the mid term meeting of the CGIAR held in Beijing, China, May 24-28, 1999, chaired by Ismail Serageldin. The main business of the meeting was completing consideration of issues arising from the third review of the system. This process was facilitated by a series of documents on issues commissioned by the CGIAR Consultative Council, which appear in records with the partial title: "System Review Follow-Up:" followed by a specific topic. The Chairman provided a series of nine propositions as a framework. Decisions were taken about CGIAR science, governance, partnerships, and finance. An annex to the document contains a list of subjects, decisions, and implementation steps under these headings.The Group adopted reports from the Finance Committee on the 1998 funding level, and the 1999 outlook, which remained stable. It approved the substance of the research agenda for 2000, and the TAC/Finance Committee target of $340-345 million funding. Ad hoc evaluation committees considered external reviews (EPMRs) of ICLARM and ILRI. The Group accepted the review reports and the conclusions and recommendations of the ad hoc committees.The TAC Chair reported in implementation of the CGIAR logical framework, and an FAO representative presented the World Agricultural Information Center (WAICENT) The Group heard reports from the Global Forum Steering Committee (GFSC), and the NGO and Private Sector Committees. Also from the CGIAR cosponsors, the Oversight and Finance Committees, the Genetic Resources and Policy Committee (GRPC), and the committees of Board Chairs and Center Directors. TAC and the IAEG also reported.Annexes included the agenda, list of participants and documents, and the Chairman's keynote at a session on China and the CGIAR.en
