dcterms.abstractInformal summary of proceedings of ICW and CGIAR meeting held in Washington, DC, from July 29 to August 2, 1974. TAC also met in Washington at this time as did the Center Directors. CGIAR Chairman Warren C. Baum opened ICW by calling attention to the demands the world food crisis would make on the CGIAR, to a prospective shortfall in funding, and to the need for donors to provide both for existing programs and new initiatives. Centers presented their 1975 programs.The Group discussed a proposed CGIAR brochure, revised budgeting and accounting practices of the centers, and procedures for annual reviews of centers, which had been amended as recommended by the Bell Subcommittee. It commented on a draft integrative paper which analyzed: financial requirements and availability; center core, outreach, and research programs; how to delineate between core and non-core funded activities; the impact of inflation on center budgets; capital expenditures on new facilities; variations between planned and actual center expenditures; and the outlook for finance in 1975. TAC Chairman Sir John Crawford presented a plan for scientific reviews of center programs at five year intervals to begin in 1975 with a review of IRRI. He also presented TAC comments on centers' proposed programs for 1975. The Group agreed to create a subcommittee to further explore creation of a new Middle East research center from both the technical viewpoint and the aspect of regional donor interest. It listened to TAC's report on a US proposal for a plant nutrient research institute, and deferred action on TAC's proposal for an International Food Policy Research Institute (IFPRI). The Group received TAC comments on aquaculture, tropical fruit, Latin American bean research, water buffaloes, and transitional funding for the CARIS information system. The chairman of the Center Directors Committee reported. Annexes: list of participants; schedule of events; CGIAR allocations for 1975.en
