dcterms.abstractMain conclusions and summary of proceedings of the nineteenth meeting of the CGIAR and tenth ICW held at World Bank headquarters, November 9-13, 1981, chaired by Warren C. Baum. Plenary sessions were devoted to presentations, half long and half shorter, of center programs and budgets. Mr. Baum welcomed India as the newest member of the Group, and invited David Bell to give a presentation on the inception and early history of the Group on this, its tenth anniversary.The centerpiece of the meeting was the discussion of the recommendations of the Second CGIAR System Review. Most of these were approved, the major exception being the creation of a Budget Review Committee, which the Group did not favor. The outcome of the discussion is reported in detail in the informal summary, and in the published version of the review itself.TAC Chairman Ralph Cummings reported on the 25th and 26th meetings of TAC. He stressed the evolving approach of TAC to the review of center budget and program proposals. Mr. Baum informed the Group of the procedure recommended by the cosponsors for selection of a successor to Dr. Cummings as TAC chair. The Group received a progress report on the study of water management issues mounted by an ad hoc meeting in July. The 1981 Integrative Report, covering scientific issues of broad interest, as well as the usual programmatic and budget information, was discussed. The Group approved center programs and budgets for 1982, and received indications of donor financial support for 1982 and beyond. It heard the report of the Quinquennial Review of ILRAD. Australia announced its decision to establish the Australian Center for International Agricultural Research (ACIAR). The Group approved the transfer to TAC of responsibility for selecting the winner of the King Baudouin Award.en
