| dcterms.abstract | This document includes the transmittal from the panel chairman, Dr. Hussein Idris, and the text of the report. TAC comments and the center response are found in the report of the 21st Meeting, held the 13-21 February 1979. The CGIAR considered the report at its meeting in May 1979.The report contains a history of WARDA and its relationship with the CGIAR. It outlines the unique structure of WARDA among the IARCs as an intergovernmental organization, only a part of whose program, coordinated rice trials, was supported by the CGIAR. The panel recommended involvement by the CGIAR in other WARDA special projects. It suggested that to reduce the precarious nature of its funding situation, WARDA should develop a core program, prepare a five year research plan, and present it to a meeting of donors. | en |
