    Report of the Seventh External Programme and Management Review of IRRI

    Seventh external programme and management review of IRRI completed in February 2009 by a panel led by Greg Edmeades. The Seventh External Program and Management Review of IRRI took place between September 2008 and February 2009. The EPMR Panel reported that on all significant measures, IRRI meets the high standards it has set for itself. The Center is well managed, financially sound, strong in science and appropriately engaged with partners worldwide to bring the best efforts of rice science to bear on the immense challenges of food and the environment faced by developing countries. Eleven recommendations from the Panel to IRRI are set forth in the report. The report was discussed at ExCo16.

    Report of the Sixth External Programme and Management Review of ICRISAT

    Sixth external programme and management review of ICRISAT completed in February 2009 by a panel led by Kenneth Cassman. The review panel found a remarkable turnaround in the five years since the Center’s 2003 review thanks to strong leadership and improved staff morale. The budget grew by 70% and is projected to continue growing over the next five years. Two regional programs have been established, one in WCA and the other in ESA, each with a regional Director and responsibility to plan, resource, and implement a research agenda to address region-specific constraints to food security and poverty. Funding for SSA programs rose to 60% of ICRISAT’s total budget, and the Panel found substantial evidence of spillover from ICRISAT’s germplasm research at headquarters to the SSA programs and the national agricultural research systems (NARS). The report was discussed at ExCo16.

    Report of the Sixth External Program and Management Review (EPMR) of the Centro Internacional de Agricultura Tropical (CIAT)

    Report of the sixth external program and management review (EPMR) of CIAT, conducted between early 2007 and July 2007 by a panel chaired by Eduardo Venezian. The EPMR was discussed at AGM07 and includes a commentary by the Science Council, CIAT's response to the review and a trasmittal letter and report of the Panel on the EPMR. Two key findings from the review were the need to overcome governance and management shortcomings and to clarify CIAT's future strategic research agenda.

    Report of the Third External Programme and Management Review of the World Agroforestry Centre (ICRAF)

    Report of the third external program and management review (EPMR) of ICRAF, conducted between November 2005 and February 2006 by a panel chaired by Jeffery Burley. The document contains an extract from the report of the CGIAR meeting of December 2006, a Science Council Commentary, a transmittal letter and ICRAF response to the third EPMR and a transmittal letter and report of the Panel on the third ICRAF EPMR. In the seven years since the last EPMR the Centre has in view of the Panel, reduced its strategic research and pathbreaking research that might produce International Public Goods. The Panel made 15 recommendations in its report covering strategies, regional and systemwide programs, governance and management and internal organizational changes. ICRAF Board and management agreed with 11 of the recommendations, leaving the remaining four for further analysis. Agenda document discussed at AGM06 and during the Science Council meeting of April 2006.

    Follow-up Review to the Fifth External Program and Management Review of CIMMYT

    The Fifth CIMMYT External Program and Management Review conducted in early 2005 made a number of major recommendations in relation to management and governance at the Centre. In consideration of these recommendations, the CGIAR requested the Science Council (SC) and the CGIAR Secretariat to commission a follow-up review to the EPMR to be conducted in May/June 2006 by the EPMR panel chair Don Marshall and the governance /finance expert on the original EPMR panel. The CGIAR’s request followed the suggestion by the SC that, given the many challenges CIMMYT was facing, a brief follow-up review should be conducted one year after the completion of the EPMR. The full terms of reference for this follow-up review are given in Appendix I. The review team found that CIMMYT had made very substantial improvements in many areas relating to its finances, governance, and research management. The progress made in each area is summarized in the report.

    IRRI's Upland Rice Research : Follow-up Review to the 6th IRRI External Program Management Review

    This external assessment of IRRI’s Upland rice research was carried out by Franz Heidhues and Benjavan Rerkasem on request of the Science Council according to Terms of Reference attached as Annex I. The request stemmed from disagreement among CGIAR donors on how much IRRI’s research investments in marginal areas yield in terms of productivity increase, sustainable impacts on livelihood improvement, poverty reduction, food security and environmental sustainability. The report stresses that rice based systems in the uplands wil remain relevant for the foreseeable future and that IRRI has an important role to play in uplands rice research. The report recommends that IRRI's resource allocation to uplands rice research should be maintained at a level that allows it to fulfuill this mandate.

    Report of the Fifth External Programme and Management Review of CIMMYT
    (Evaluation Report, 2006-02-01) CGIAR Science Council
    External program and management review of CIMMYT, covering the period from 1997 to March 2005, and led by a panel chaired by Don Marshall. The document contains a transmittal letter from the panel chair, and an executive summary. The appendices are catalogued as a separate record. During the period under review the Centre has seen marked change both internally and in its external environment. Internally, the Centre has been through a deep financial crisis, the development of a new mission and strategic plan which led to the implementation of a new research programme structure, and a radical shift in its staff profile as a result of staff downsizings and a staff renewal programme to better align its staff competencies with the new programme structure. It has also been engaged in lengthy discussions with a sister Centre, IRRI, about close alliance, possibly merger, and a decision on closer collaboration has been reached. The panel offers 23 recommendations, found in the executive summary. This report was discussed at the Business Meeting at AGM2005.

    CIMMYT Report to the Annual General Meeting 2005 on the Fifth External Programme and Management Review

    This report is the CIMMYT response on the fifth EPMR of CIMMYT, discussed at the Business Meeting at AGM2005. The purpose of this report is to provide an update on progress towards improvements at CIMMYT in the areas identified by the EPMR; specifically, issues related to governance; business plan; finance; and, partnerships. In particular, CIMMYT is placing a very high priority on articulating its core competency in germplasm enhancement, targeted to the resource-poor in marginal environments in many eco-regions, through a re-focusing of resource allocation, both financial and staffing, and the deve lopment of technologies and research capacity in support of these activities. The report contains a matrix which describes each panel recommendation, CIMMYT's implementation plan response and the status of each recommendation as of November 2005. This report was discussed at the Business Meeting at AGM2005.

    Second External Program and Management Review of ICRAF, 1998

    Transmittal from External Program and Management Review (EPMR) Panel Chair Jochen Heuveldop. ICRAF's evolution from a information agency/advocacy council into a full fledged IARC with a field presence in Africa, Latin America, and Southeast Asia. Organization of ICRAF research into five global programs: Natural Resources Strategy & Policy, Domestication of Agroforestry Trees, Ecosystem Rehabilitation, Systems Evaluation & Dissemination, and Capacity and Institutional Strengthening; and six regional programs in Southern Africa, Eastern & Central Africa, Humid West Africa, the Sahel, Southeast Asia, and Latin America. Consistency of ICRAF's research program with its mission. ICRAF program planning, priorities, and strategy, with Panel recommendation for an updated Strategic Plan integrating its regional programs. Achievements and impacts of ICRAF research, with indications of farmer adoption of stall feeding, zero grazing, improved fallows, domesticated tree species, and biomass transfer technology; legal and policy reforms benefitting the rural poor in a number of countries; and dissemination of ICRAF research methods to agricultural research institutes. Quality of science and collaboration between biophysical and social scientists, with Panel identification of post harvest technologies and extension of policy research to all regions represented by ICRAF programs as areas requiring increased focus.
