The report describes the progress of various IAEG projects, including the impact of germplasm improvement on food production, integrated pest management research, poverty alleviation, and the impact of CGIAR innovations on the environment.The report also describes the initiation of a study, in collaboration with the NARS Secretariat and ISNAR, of CGIAR impact on the scientific capacity of the NARS, and other work. It covers the origins and history of the IAEG, and its current modus operandi.Item Report of the Impact Assessment and Evaluation Group to CGIAR International Centers Week 1999(Internal Document, 1999-09-01) CGIAR Impact Assessment and Evaluation GroupReport of the Impact Assessment and Evaluation Group (IAEG) to CGIAR International Centers Week 1999, the last report of the IAEG before becoming an external standing panel of TAC on evaluation, which later became known as the TAC Standing Panel on Impact Assessment (SPIA).The report discussed the evolving mandate and structure of the IAEG, and the roles of the IAEG and TAC in the ex ante, current, and ex post phases of evaluation, and the importance of independence in the evaluation function. These considerations had led the Group to approve replacement of the IAEG with an external standing panel on evaluation, served by a wing of the TAC Secretariat. Its role in the impact assessment cycle and in TAC's structure was the subject of a tentative proposal prepared by TAC Chair-designate Emil Javier, which would integrate the standing panel into the existing TAC Standing Committee on Priorities and Strategies, in order to tie the results of ex post impact assessment directly to TAC priority-setting and strategic planning. The IAEG agreed with this approach.Progress reports were presented on IAEG's portfolio of seven ongoing or planned impact studies:1. Impact of CGIAR Germplasm Improvement on Food Production2. The IAEG Secretariat, while under the auspices of the UNDP, was located in Rome and shared facilities with the TAC Secretariat.The IAEG proposed a cost-benefit analysis of CGIAR investment in integrated pest management (IPM) research over the preceding ten years as the subject of its 1999 annual impacts report. An ongoing study of the impact of CGIAR germplasm improvement on food production led by Robert Evenson of Yale University involved all crop-related centers.Three additional studies were at various stages of preparation:1. Impact of agricultural research on poverty reduction managed by Peter Hazell and Lawrence Haddad of IFPRI.2. Impact of the CGIAR on the scientific capacity of NARS, with the NARS Secretariat and ISNAR.3. Impact of CGIAR research on the environment.The report ended with an examination of the original and evolving mandate and long- and short-term strategies of the IAEG, including the relationship between ex ante assessment by TAC and ex post assessment by the IAEG.Item Report of the Impact Assessment and Evaluation Group to CGIAR International Centers Week 1998(Internal Document, 1998-09-01) CGIAR Impact Assessment and Evaluation GroupReport of the Impact Assessment and Evaluation Group (IAEG) to CGIAR International Centers Week 1998. The report reprints the terms of reference of the IAEG, and its strategy to build capacity for impact assessment among IARCs and NARS. It discusses IARC participation in IAEG evaluation activities, including annual reports on the impact achieved by the CGIAR, and reports progress in establishing an IAEG Secretariat located at UNDP and appointing an Executive Secretary.The report describes an IAEG-commissioned project to assess the adoption of center technologies. Two documents from that project presented at ICW 1998, and one document, from ICW97 are provided in separate records under the title "IAEG - Factors Affecting the Adoption and Impact of CGIAR Innovations." The report also describes preparations for studies of the impact of CGIAR crop germplasm improvement on food production, and of the impact of CGIAR innovations on poverty.Item Report of the Impact Assessment and Evaluation Group to the CGIAR Mid Term Meeting 1998(Internal Document, 1998-05-01) CGIAR Impact Assessment and Evaluation GroupReport of the Impact Assessment and Evaluation Group (IAEG) to the CGIAR Mid Term Meeting 1998 on the Group's activities since International Centers Week 1997. The report provides the IAEG's terms of reference and membership, and describes progress in establishing its Secretariat at UN Development Programme headquarters in New York.The Group's work program is described by project, including its preparation of the 1998 annual report on CGIAR impacts, methodological review and synthesis of existing CGIAR ex post impact assessments, and assessments of the impact of CGIAR crop germplasm improvement on food production, adoption of CGIAR innovations (with 10 subprojects), and the impacts of these innovations on poverty to be led by IFPRI. It reports on ten integrated case studies.The document gives the evolution of thinking in the IAEG since its founding, and lays out the case study strategy and methodology being employed. It presents the work of the group over its first 18 months of existence, and requests comments from the CGIAR on its accomplishments and plans. Work in progress includes a methodological review and synthesis of existing CGIAR ex post impact assessments, the impact of CGIAR germplasm improvement on food production, and an assessment of the adoption of CGIAR agricultural innovations, with nine sub projects at specific centers identified.
