    2003 CGIAR Financial Report

    2003 CGIAR financial report. The overall 2003 result shows that the CGIAR surpassed its financial targets. Total expenditures were $395 million, 5 percent above the approved target. Member funding (grant and contract income) amounted to $381 million, and Centerincome was $17 million, resulting in savings of approximately $3 million. Overall, the CGIAR’s financial position grew stronger at the end of the year as confirmed by both short-term and long-term financial indicators. Highlights of the System’s 2003 financial performance are shown in Table 1, with comparative information for the previous 4 years.

    2002 CGIAR Financial Report

    CGIAR financial report for the year 2002. The overall 2002 result confirms that the CGIAR was successful in achieving its financial targets. Funding from Members totaled $357 million and this was supplemented by $13 million in Center income, resulting in total revenues of $370 million. With total expenditures of $369 million, the overall outcome was a small surplus of approximately $2 million for the CGIAR as a whole. At the Center level, the outcome was slightly different. Available resources totaled $359 million (comprising of $346 million in funding and $13 million in Center income). Against total expenditures of $369 million, the outcome at the Center level was a deficit of approximately $10 million. Net assets for the System declined by $14 million to $175 million in 2002, the result of the deficit of $10 million and $4 million in asset write-downs. Overall, however, the CGIAR's financial position remained strong at the end of the year as liquidity indicators, such as cash, working capital, and current ratio, remained healthy.

    Annual report issued by the CGIAR Secretariat to inform all participants in the System of developments in the financing of activities.The 1994 CGIAR financial report provided the details of the financial crisis of 1994, when the CGIAR centers were faced with a reduction of 10% in real resources on top of a 6% reduction in 1993. The report describes the steps taken to overcome the crisis and achieve stability in funding for the years 1994 and 1995. Section I presents the main features of the 1994 financial results, Section II covers funding flows, and Section III the resource allocation by CGIAR activity. Section IV describes the CGIAR financial position, aggregating data from the center financial statements. A new Section V discusses compliance by centers with CGIAR financial guidelines. The text is complemented by numerous tables and charts.Annex tables provide extensive information on donor funding and center operations for the period 1990 to 1994, and historical figures on CGIAR contributions from 1972 onwards.

    Annual report issued by the CGIAR Secretariat to inform all participants in the System of developments in the financing of activities.Pending completion of new MTPs, 1993 was an interim year. At ICW92, the Group approved 1993 core programs of $264.4 million, but core grant funding amounted to $235 million, a shortfall of 11%, and 5% less than in 1992. Actual 1993 complementary funding was $76 million. Core expenditures of centers declined from 1992 by 2%, resulting in an operating deficit and a decline in reserves. Overall center staffing fell by 10%. Total center expenditure declined by 3% in real terms between 1989 and 1993.Annex tables provide extensive information on donor funding and center operations for the period 1989-1993.

    Annual report issued by the CGIAR Secretariat to inform all participants in the System of developments in the financing of activities.Financial resources (core program grants, complementary program grants, and other income) available to the 18 CGIAR centers in 1992 totaled $334.9 million. In addition the World Bank advanced $1.9 million from 1993 operating funds late in the year to compensate for unexpected reductions in donor contributions. The trends in pre-expansion centers (decline) and post expansion centers (increase) is compared. The report contains more detailed analysis of both donor performance and center expenditures than previous versions, continuing a trend begun in the report for 1991.Annex tables provide extensive information on donor funding (including World Bank Grants) and center operations for the period 1988 to 1992.

    Annual report issued by the CGIAR Secretariat to inform all participants in the System of developments in the financing of activities.Total donor contributions in 1990 are estimated at $286.3 million, up 5.3 percent over 1989. Core contributions at $234.9 million were up 5 percent, and complementary programs $51.4 million up 9 percent over 1989. In 1990 donors' contributions were supplemented by a $2.5 million advance from the stabilization fund and about $19.5 million of center income. Total funds available to the centers in 1990 thus amounted to $308.3 million, a nominal increase of 4 percent but a real decline of about 1 percent over 1989.     Annual report issued by the CGIAR Secretariat to inform all participants in the System of developments in the financing of activities.The initial paragraph of the report summary follows: Total CGIAR contributions in 1989 were $271.8 million, $224.5 million for core / essential programs and $47.3 million for special / desirable programs. (Table 1) Core / essential contributions rose 6 percent over 1988 while special / desirable programs declined by an equal percentage. Predictably, the overall funding of the CGIAR was up only 4 percent compared with 8 percent in 1988. For the second year in a row exchange rates played an important role in the final funding outcome for the system. The US dollar continued to strengthen through the first ten months of 1989 thereby reducing the dollar equivalent of non-dollar contributions by $9.5 million or 10 percent.Supporting tables provide data for the period 1986-1989.
