    Summary Report of the Genetic Resources Policy Committee (GRPC) Meetings Held in 2005

    This report provides details concerning nine of the issues considered by the GRPC during their 17th and 18th meetings held in 2005. They are: 1.Implementing the “Guiding principles for the development of Future Harvest Centres’ policies to address the possibility of unintentional presence of transgenes in ex situ collections”. 2) The development of the Future Harvest Centres’ draft agreement with the Governing Body to place their ex situ PGRFA collections under the International Treaty on Plant Genetic Resources for Food and Agriculture. 3) Implementation of Article 15.4 of the International Treaty, 4) declining rates of acquisition by Future Harvest Centre Genebanks and future acquisition strategies, 5) Ethical principles informing how Future Harvest Centres should deal with potentially confidential knowledge they develop in private sector partnerships and b. traditional knowledge they acess and use. 6) Promoting consistency among Centres' Intellectual Property Policy Statements, 7) Trends in the appropriation of , and the extension of controls over, genetic resources for food and agriculture that limit their availability fo research and breeding, 8) Invasive species and policy issues for the CGIAR, and 9) Centres' technology transfers as benefits sharing and Centres' contributions to farmers' rights pursuant to the International Treaty. This document also contains a brief for the Centres on teh Agreement with the Governing Body. This document was discussed at the Business Meeting at AGM2005.

    Report of the twelfth meeting of the CGIAR Genetic Resources Policy Committee (GRPC), held in Aurangabad, India from February 20 to 23, 2001, Committee Chair M.S. Swaminathan presiding. The Committee discussed the ongoing renegotiation of the International Undertaking on Plant Genetic Resources, and its recommendations for CGIAR involvement in the negotiations are attached as Annex 2. An update on FAO-IARC germplasm agreements raised the issue of an NGO's recent allegation that CIP had acted improperly with respect to a transfer of accessions between Peru and Japan, and the Committee found that CIP's actions were in violation of neither international law nor the Center's agreement with FAO. Upon hearing a report on the work of the CGIAR Change Design and Management Team, the Committee suggested that genetic resources management would be a suitable Global Challenge Program. It then reviewed recent developments regarding the Systemwide Genetic Resources Program (SGRP), including the January 2001 meeting of the Inter Center Working Group on Genetic Resources at IITA, and endorsed the SGRP proposal for a joint GRPC-SPGR-CAS workshop to review the status of implementation of IARC agreements with FAO and recent experiences with material transfer agreements.

    Report of the eleventh meeting of the CGIAR Genetic Resources Policy Committee (GRPC), ISNAR, The Hague, September 6-8, 2000, M. S. Swaminathan presiding. Informed of the negotiating status of the International Undertaking on Plant Genetic Resources, the GRPC reaffirmed that all main CGIAR crops should be included. It considered the governance, organization, and structure of the CGIAR, particularly the implications of the proposed federation of centers.The GRPC discussed a feasibility study launched by IPGRI of an endowment fund to finance long term germplasm conservation. It believed such funding should be viewed as enabling the CGIAR to meet its commitments, in the context of preserving global resources. A rigorous scientific basis was required to identify what should be financed. The Committee commended CIAT for taking legal action against a US patent of the yellow Enola bean which appeared to compromise preexisting materials. The GRPC proposed a revision of the draft guiding principles on intellectual property rights prepared for the CDC and circulated for comment (Annex 3). The statement would need review after the Undertaking was revised. To promote coordination, the GRPC proposed that the head of the Central Advisory Service (CAS) located at ISNAR become a member of GRPC, and that IPGRI have an ex officio seat on CAS.Additional items: updates on GFAR's Genetic Resources Initiative, the fifth Conference of Parties and developments on the Convention on Biological Diversity, and the proposal by the World Humanity Action Trust (WHAT) for a consultation on biodiversity.     Report of the Tenth Meeting of the CGIAR Genetic Resources Policy Committee

    Report of the tenth meeting of the CGIAR Genetic Resources Policy Committee (GRPC), held at IPGRI headquarters in Rome, March 1-3, 2000, M.S. Swaminathan presiding. The Committee reviewed the CGIAR's and IPGRI's stake and role in the ongoing renegotiation of the International Undertaking on Plant Genetic Resources, and in promoting the hoped-for development of a Multilateral System of Facilitated Access and Benefit Sharing. The GRPC urged members to work for conclusion of the negotiations, considered to be critical to the ability of the CGIAR to achieve its objectives.It also considered the dangers to this development represented by national legislation being considered in some 50 countries, which would establish a bilateral, transaction-based approach that would inhibit exchange of agricultural germplasm and restrict access to biodiversity.The Committee reviewed the status of the implementation of material transfer agreements (MTA), urging Centers to hasten the completion of the agreed procedures for updating and publicizing their lists of germplasm designated to be provided to FAO. It heard a report of the Systemwide Genetic Resources Program (SGRP) on the development of a new MTA covering non-plant genetic resources, and considered a funding plan for upgrading Center genebanks. Additional reports described progress in establishing the new Central Advisory Service on Intellectual Property Rights at ISNAR, a planned GFAR initiative on agricultural biodiversity and the role of NARS in the emerging multilateral system. Updates on developments in international fora included the Cartegena Protocol on biosafety and genetically modified organisms; TRIPS and the Agreement on Agriculture in the WTO; WIPO; and UPOV. Efforts of IPGRI and the M.S. Swaminathan Research Foundation relating to underutilized and neglected crops were also reviewed. Agenda document, CGIAR Mid Term Meeting 2000.
