Item Seventeenth Meeting of the Executive Council, November 3-4, 2009, Rome, Italy(Meeting Report, 2009-11-01) CGIAR SecretariatThe Seventeenth meeting of the CGIAR Executive Council meeting was held at International Fund for Agricultural Development (IFAD) headquarters. The purpose of the meeting was to 1) confirm Alliance, Donor, and Stakeholder support for reform progress, 2) develop solutions on key issues in the CGIAR Document on Reform (dated October 26, 2009) that have been identified; and 3) agree on a path forward between ExCo 17 and the CGIAR Business Meeting in December 2009. The meeting confirmed strong alignment and support of the reform, and for moving forward with the transition. The presentation gave a brief background on the change management initiative and the process to date, including the development of the earlier agreed CGIAR Vision and CGIAR Strategic Objectives which have guided the activities of the change management process. Francisco Reifschneider briefed ExCo on developments in the CGIAR, Per Pinstrup-Andersen reported on the Science Council, including the priorities and strategy exercise and the Science Council's assessment of Center and challenge program medium-term plans. Topics discussed at meeting: approval of the SSA challenge program for an 18 month inception phase, approval of the Generation challenge program beyond its inception phase, approval of the IRRI EPMR recommendation by the CGIAR with the addition of : expansion of IRRI activities in SSA with the proviso that it work with WARDA, and that IRRI should not abandon research on upland rice and work jointly with WARDA on this subject. Also discussed: the Working Group on Performance Measurement, governance matters and task forces on programmatic and structural organizational alignment, CGIAR nominee process, the CGIAR Charter, the role of ExCo committees, the CDC collective action retreat, CGIAR interaction with NARS, and ExCo rotation. A report on the outcomes of the World Summit on Sustainable Development was followed by a description of the preparations for the 2002 Annual General Meeting in the Philippines. An update on the development of an integrated business plan for the System Office was followed by a presentation of the proposed 2003 financing plan, and briefings on the Executive Council Finance Committee's discussion of it. The financing plan was endorsed. The Chairs of the Executive Council Finance Program Committees summarized the committee's discussions on challenge program funding and Interim Science Council recommendations. Based largely on those recommendations, the Council endorsed the challenge programs on Water and Food, and Biofortified Crops for Improved Human Nutrition, while calling for further development of the Unlocking Genetic Diversity in Crops for the Resource-Poor Challenge Program. The Interim Science Council (ISC) Chair offered an overview of the Council's ongoing assessment of thirteen regular process challenge programs. Discussion of the review of the GRPC led to endorsement of most of the review report's recommendations, with suggestions as to GRPC's relationship with IPGRI's Genetic Resources Policy Unit and the planned CGIAR Science Council. The Executive Council endorsed the recommendations of the EPMR of CIP, while disagreement between the Finance and Program Committees over the future of ISNAR led the Council to call for a systematic consideration of alternative institutional arrangements for ISNAR's functions to be carried out. Minutes of the Finance and Program Committee's September 23 meetings are provided as annexes.Item Second Meeting of the Executive Council, April 16-17, 2002, London: Summary Record of Proceedings(Meeting Report, 2002-05-01) CGIAR SecretariatSummary record of proceedings of the second meeting of the Executive Council, held in London, 16-17 April 2002. Discussion of the report of the 2001 financial outcome was followed by a presentation of guidelines to be used for 2003 financial planning. Discussion of the pilot and regular processes for challenge programs raised concerns over participation of NARS and other stakeholders, which it was decided should be a necessary condition before proposed challenge programs should be considered by the Interim Science Council. The representation within the Executive Council of civil society organizations (small farmers' groups in particular) and of regional development banks was considered as well, while larger farmers would be represented within the Private Sector Committee. Meeting participants discussed the composition and chairmanship of the Executive Council Finance and Program Committees. The Director described a planned Executive Council working group to guide the process of TAC's transition into a Science Council. Non Secretariat members of the Council evaluated the service and performance of the CGIAR Secretariat. IPGRI Director General Geoffrey Hawtin's briefing on the International Treaty on Plant Genetic Resources, conclusions of the Genetic Resources Policy Committee, and establishment of the Global Conservation Trust, was followed by an overview of preparations for the World Summit on Sustainable Development and World Food Summit + 5.The report of the External Programme and Management Review of CIP, progress in the conduct of reviews of ISNAR and the systemwide programs on Collective Action and Property Rights and Integrated Pest Management, and scheduled reviews of IPGRI and ICRISAT were presented. The funding stability of systemwide programs, and their relationship to challenge programs were discussed.Item Report of the Third Meeting of the CGIAR Interim Executive Council, October 29, 2001(Meeting Report, 2001-11-01) CGIAR SecretariatReport of the third and final meeting of the CGIAR Interim Executive Council, held on October 29, 2001, one day prior to the CGIAR 2001 Annual General Meeting, after which the Executive Council would conduct its first meeting on November 2. The Council endorsed the proposed US$340 million 2002 CGIAR financing plan, and the change to a simultaneous approval process of Centers' medium term plans and financial plans to accommodate the elimination of the Group's annual Mid Term Meeting. Council members discussed and suggested modifications to the twelve recommendations of the draft Integrated Proposal for CGIAR Reform.
