The report covered the Committee's interactions with civil society organizations through regional and thematic meetings, conferences, and workshops, and with GFAR, FAO, IFAD, and the CGIAR Interim Executive Council and Committee of Board Chairs. Committee members reiterated their appeal for the creation of a CGIAR farmer committee as an important measure for enhancing the participation of civil society organizations in CGIAR decision making and regional priority setting. The report ends with a list of publications and reports by Committee members. Four documents are annexed:1. The report focused on Committee efforts relating to civil society inputs into the CGIAR and its change design and management process underway during the same period. It covered members' participation in the GFAR meeting at MTM, a workshop on integrated pest management held in Benin, a workshop on strengthening research and development partnerships in Mali, preparations for a workshop on Participatory Technology Development, and preparations for the CGIAR workshop on integrated natural resource management in Penang. These included a number of workshops on scaling up successful local agricultural initiatives, agroecological research targeted at smallholder agriculture in Brazil, three global natural resource management initiatives being proposed by GFAR, and the ecological impacts of transgenic crops. The report also summarized publications by Committee members.Item Report of the NGO Committee to CGIAR International Centers Week 1999(Internal Document, 1999-12-01) CGIAR NGO CommitteeReport to ICW 1999 by the CGIAR NGO Committee, which held its ninth meeting in October 1999 during International Centers Week. The report describes activities since MTM 1999, under the headings of publication of reports, and participation in workshops and conferences. Activities planned for the coming months are described, including co-sponsorship of a workshop in Berkeley, California, on "Ecological impacts of transgenic crops."The Committee had undertaken a restructuring to reduce the number of members, and produce a balance of six out of eight members from the South. It was collaborating with the Global forum on Agricultural Research (GFAR) and encouraged an increase in the number of NGO and farmer representatives in GFAR. Sharpening the pro-poor research mission of the CGIAR was critically important. The Committee made several suggestions for moving in this direction, using both traditional research methods and biotechnology.The report was presented orally to ICW 1999 by the Committee Chair, Miguel Altieri. This written version was circulated as an annex to the summary report of ICW 99.Item Report of the NGO Committee to the CGIAR Mid Term Meeting 1999(Internal Document, 1999-05-01) CGIAR NGO CommitteeThe CGIAR NGO Committee held its 8th meeting at Kunlun Hotel in Beijing, China, in conjunction with the Mid Term Meeting. The NGO Committee met to discuss issues related to the re-structuring of the committee, to evaluate past activities, and to plan future activities.Item Report of the NGO Committee to CGIAR International Centers Week 1998(Internal Document, 1999-01-01) CGIAR NGO CommitteeReport to ICW 1998 by the CGIAR NGO Committee, which held its seventh meeting in October 1998 during International Centers Week. The report describes activities since MTM 1998, including visits to IPGRI and CIMMYT by the Committee Chair, accompanied in the latter case by the TAC Chair to assess collaborative research between three NGOs and the center. It also covers the outcome of a workshop at the International Institute of Rural Reconstruction (IIRR) on research partnerships between NGOs and agricultural research institutions, and a consultation on natural resource management in October 1998, which is the subject of a separate report in the collection. The report also summarizes the views on the System Review Report expressed on behalf of the Committee at ICW 1998. One suggestion is consideration of a regionalization of center responsibilities.The report was presented orally to ICW 1998 by the Committee Chair, and this written version was circulated later.Item Report of the NGO Committee to the CGIAR Mid Term Meeting 1998(Internal Document, 1998-06-01) CGIAR NGO CommitteeReport of the NGO Committee's sixth meeting, which was held in conjunction with the CGIAR mid term meeting in May 1998. An oral report was made to the CGIAR, and this written version was circulated later.The meeting reviewed Committee activities since International Centers Week 1997, including follow-up of the workshop on soil fertility replacement with ICRAF and NGOs in Mali, Cameroon, and Uganda, Committee sponsored farmers meetings in Kenya, Sri Lanka, and Ecuador to discuss research needs and the CGIAR response, and interactions with TAC, the Private Sector Committee, and GFAR. The Committee also established its position on key issues coming before MTM98. It found that industrial type intellectual property rights were not appropriate for indigenous farmers, ad urged the CGIAR to fight for farmers rights, and keep genetic resources and scientific knowledge in the public domain. The Chair's views on biotechnology were reiterated. In connection with the System Review it urged attention to the poorest of the poor, and those less well endowed ecoregions where the poor were concentrated. The IAEG was urged to focus on the institutional as well as the physical impact of new technologies, in order to assess impact on social inequities. In approaching climate change, the Group should emphasize the ability of small holder systems to respond.The Committee also reviewed its planned activities, including a consultation to assist IARCs in formulating a strategy for the management of natural resources that would effectively benefit the poor.Item Report of the NGO Committee to CGIAR International Centers Week 1997(Internal Document, 1997-12-01) CGIAR NGO CommitteeReport to ICW97 by the CGIAR NGO Committee which held its fifth meeting on October 24-25, 1997 in Washington D.C. during International Centers Week. The report describes Committee activities since MTM97, including the conclusions of a workshop on replenishing soil fertility in Africa which the committee sponsored with ICRAF and others. It describes visits to IITA and African NARS and NGOs, and to Latin America where consultations were held both in the Andean Region and for Latin America generally. Much of the document is a review of Chairman Altieri's views on biotechnology. Much of the statement consists of proposals for strengthening the NGO role in research, and for the reorientation of the research agenda of the IARCs. The Committee sought active involvement with TAC in planning programs. The committee was established by the CGIAR Chairman as the result of a decision at the CGIAR Ministerial level meeting in Lucerne. It consisted of individuals acting in their own capacity drawn from the NGO community.The report describes the purposes and strategies of the new Committee, and sets forth a number of goals for discussion with the CGIAR, with an emphasis on sustainability, biodiversity, equitable opportunity for the rural and urban poor, livelihoods and food security, and empowerment of communities and particularly women's groups.Agenda document at CGIAR International Centers Week, October - November 1995.
